Report on the work of the Juvenile Crime Unit, covering the
introduction of an entire process - the consultative approach -
for improving the way juvenile crime and offenders are dealt
with. Looks at the consultative process, as well as the areas
selected. An assessment is given which shows that the
consultative process is viable and can be brought about by a
development service like the JCU. The main findings, conclusions
and recommendations are presented, including sections on
consultation, information and monitoring systems, crime
prevention, cautioning and diversion, use of custody orders and
care orders, and racial issues.

custody, residential care, community involvement, local
