Describes how we are entering the coming Century, in criminal
justice terms, in much worse shape than we started but points out
that there is time to re-define what is needed and what can be
expected from the 4bn currently invested in it each year. Argues
for a shift to reparation, rather than punishment, and a
reduction in the prison population to around 50 per 100,000, to
be in line with most of our European neighbours. Also, suggests
that there should be a move towards a less interventionist
criminal justice process and more resources should
be targeted to crime prevention and the needs of victims.
