Considers the question in the light of the continuing
centralisation of policing, the growth of police numbers and
powers, their apparently increasing militarisation, and concern
over accountability. Concludes that police attempts to promote
community policing and restore its democratic legitimacy are
frustrated by central government policies which effectively
divide the community. 10 refs.
