Handling EU asylum claims: new approaches examined. Report with evidence. House of Lords European Union Committee HL Paper 74 (April) 2004, pp.71 + Minutes of evidence (ISBN 0 10 400443 6), £20. This paper considers, among other things, "transit processing areas", concluding that "the British Government's and UNHCR's proposals for extra-territorial processing of asylum claims are not the answer." Chair of the inquiry, Baroness Harris of Richmond, said: "Shuffling people around the EU for their applications to be considered would be undesirable for the people concerned and raise serious legal difficulties. It would also be a logistical nightmare."
