A Common Policy on Illegal Immigration (with evidence). House of Lords Select Committee on the European Union. Session 2001-01, 37th Report, pp166, £20.50. This detailed and balanced report takes into account evidence given by over twenty organisations and individuals. Although it remains within the dominant conception that migration management is absolutely necessary, underpinned by the empirically questionable claim that "illegal immigration poses a serious problem to almost all the Member States and to the EU as a whole", it recognises the relationship between the increase in undocumented migration and the near impossibility of legal immigration and is therefore probably the first official UK report to recommend the regularisation of undocumented migrants in the UK as well as urging for more positive immigration measures. Regularisation, however, should only be initiated on an individual basis, in fear of creating a "pull factor" for migration.
