Reports on the first day of the two-week study by Michael
Heseltine, Environment Secretary, of the urban problems in
Merseyside. The Afro-Asian-Caribbean Standing Committee on
Merseyside has produced a report on the Toxteth riots which
calls for joint committee and forum between the black community
and the police.
