Report following the riots and serious disorders in Birmingham
during September 1985. Describes the geography, population, and
crime levels in the area as well as the policing strategy. Drugs
and law enforcement in the West Midlands, nationally and
Handsworth in particular are studied. Evidence on the actual
public disorders are listed, using information gathered from a
number of sources including the personal accounts of police
officers who dealt with the disorders, the independent evidence
of witnesses unconnected with the police, from incident logs and
from correspondence received from various organisations in
Handsworth and Lozells. The main issues are discussed, including
comment on the suggestion that the rioting was attributable to an
increase in police activity throughout the areas, in respect of
drugs abuse.
