Summary of the report by the Chief Constable of the West Midlands
on the Handsworth riot. He places the blame firmly on local
drug dealers who, he alleges, orchestrated the riot in response
to frustration at police success in curtailing their activities.
Includes comment on the criticisms levelled at the police after
the riot that they were slow in reacting, that senior officers
negotiated deals with criminals, and that arrested people were
ill treated.
