During the Report stage of the Police and Criminal Evidence Bill,
Home Office Parliamentary Under-Secretary David Mellor told the
Commons that the Metropolitan Police Commissioner Sir Kenneth
Newman was to draw up new rules instructing police officers on
plain clothes duty not to act as `agents provocateurs'.
