In November last year the European Parliament passed a resolution calling on
member states to dismantle `all clandestine military and para-military
networks'. The resolution was prompted by the revelations that secret
intelligence and armed units had been created by NATO under the name of `Gladio'
in the late 1940s. The `Gladio' organisation was outside of democratic
control and:`in certain member states military secret services (or uncontrolled
branches thereof) were involved in serious cases of terrorism and crime'.
