The dispute between the UK and Spain over the future of
Gibraltar, which is holding up the signing of the External
Borders Convention, has taken another turn. The UK is seeking to
draw up a new constitution as a first step to independence for
the colony. Spain says that according to the Treaty of Utrecht
of 1713 control would pass to it if the UK renounces sovereignty.
