German rights researcher deported from Turkey
artdoc November=1995

A German journalist researching into human rights abuses in
Turkey was deported from that country on June 6th. Mr Helmut
Oberdiek was investigating cases of extrajudicial detention,
torture and "disappearances" on behalf of Amnesty International.
His brief also included the case of Mr Hikmet Artan, a Kurdish
refugee who was deported from Germany, forcibly recruited into
the army, arrested and tortured and who now faces trial for
political crimes.

Mr Oberdiek claims that he was interrogated by the "Department
for the Combatting of Terrorism" - the Turkish political police
- and that his material, including statements and documents from
torture victims, was copied and confiscated. He was then
subsequently deported.

The German Foreign Office has called on its General Consulate in
Istanbul to investigate the matter. Two members of the German
parliament for the Green Party (Bundnis90/Die Grunen), Amke
Dietert-Scheuer and Angelika Beer, accused the Turkish government
of attempting to systematically obstruct independent
investigations into human rights abuses. They also called on the
German government to stop the deportation of Kurds to Turkey.
