Judicial cooperation in criminal and civil matters

The progress report on the `Palma Document', prepared by the
Council in November 1992, sets out the legal agreements covering
criminal and civil law ratified by EC Member States. The Judicial
Cooperation working groups have been encouraging inter-state
harmonisation of laws.

The Agreements and Conventions [both emanating from the Council
of Europe and from intergovernmental cooperation] ratified by EC
states:

Agreement of the Transfer of Proceedings in Criminal Matters
[produced November 1990] still unsigned by 4 Member states

Convention on the Transfer of the Enforcement of Criminial
Sentences [November 1991] still unsigned by 3 Member States.

Convention abolishing the Legalisation of Documents in the Member
States of the European Communities [May 1987] still unsigned by
4 Member States.

Agreements and Conventions concluded between the 12 Member States
of the EC:

Agreement between the Member States of the European Communities
on the application of the European Convention on the Suppression
of Terrorism

Agreement on the implementation between Member States of the
European Communities of the Council of Europe Convention on the
Transfer of Sentenced Persons

Convention between the Member States of the European Communities
on the application of the principle of the Double Jeopardy

Conventions concluded in the context of the Council of Europe

European Convention on Extradition of 13 December 1957 and its
additional protocols, 11 state have ratified and the remaining
one in near future.

European Convention on the Suppression of Terrorism of 27 January
1977.

European Convention on a Mutual Assistance on Criminal Matters
of 20 April 1959 and its additional protocol

European Convention on the International Validity of Criminal
Judgements of 28 May 1970

European Convention on the Transfer of Proceedings in Criminal
Matters of 15 May 1972

Convention on the Transfer of Sentenced Persons of 21 March 1983

European Convention on the Compensation of Victims of Violent
Crimes of 24 November 1983
