Emergency planning

A report `The effects on the atmosphere of a major nuclear
exchange' by the US National Academy of Sciences suggests that
a cooling of 20 to 25 degrees centigrade is likely in the
Northern Hemisphere for up to 6 to 20 weeks but uncertainties
in both the assumptions and models could vastly alter these
numbers.
