This paper gives details of the Home Office's proposal that the
disclosure of police information to the voluntary sector should
be administered, on a pilot basis, by a national unit which would
act as the contact point between the police and the voluntary
sector. The paper covers the background to the proposal and
offers suggestions for the organisation, functions and funding
of the unit. It also considers how the performance of the unit
might be evaluated and the unit expanded to provide a service to
