Summarises the relevant research into crime and police
effectiveness and suggests ways in which existing resources
might be used to greater effect. Provides a measure of
support for community and neighbourhood policing, for
more focused patrolling strategies and targeted
surveillance of certain types of offender. Concludes that
crime will not be significantly reduced simply by devoting
more manpower to conventional policing.
