by a committee of governmental experts under the authority of the
European Committee on Crime Problems, was opened for signature
on 8 November 1990.

2. This publication contains the text of the explanatory report
prepared on the basis of that committee's decisions and submitted
to The Committee of Ministers of the Council of Europe.
