The elements of community policing as a response to poor
community relations with ethnic minority groups are evaluated. As
an alternative to the rigid insistence on law enforcement,
community policing is superficially attractive to those of a
liberal persuasion with its emphasis on sensitivity, flexibility
and a willingness to listen and consult. However, on closer
examination it seems that many of the implications have not been
thought through: for example, the potential conflict between the
wishes of the community and the rule of law, or the line to be
drawn between flexibility and arbitrariness.
