THE REASONS FOR THE DEVELOPMENT OF INTEREST IN THIS FORM OF
POLICING ARE DISCUSSED AND IT IS SUGGESTED THAT MAJOR PROBLEMS
NEED TO BE OVERCOME TO ENSURE ITS SUCCESS. THESE INCLUDE THE
EFFECT OF MORE 'TECHNICAL' POLICE METHODS ON PUBLIC PERCEPTIONS
OF THE POLICE, LACK OF MANPOWER RESOURCES, DEEP ROOTED HOSTILITY
TO THE POLICE IN THE INNER CITY AND THE INABILITY OF SOME
OFFICERS TO CHANGE THEIR OUTLOOK.
