Standards in public life: the funding of political parties in the United Kingdom. Summary of findings, Neill Committee. Committee on standards in public life Fifth report (HMSO) 1998. The Committee was set up, under the Conservative government in 1994, "to examine current concerns about standards of conduct of all holders of public office, including arrangements relating to financial and commercial activities, and make recommendations as to any changes in present arrangements which might be required to ensure the highest standards of probity in public life." This report summarises the two-volume fifth report. The first volume is available on the internet here
