Sir Cecil Clothier, Ombudsman (Parliamentary Commissioner and
Health Service Commissioner), was named yesterday as the
Chairman-designate of the Police Complaints Authority, proposed
by the Police and Criminal Evidence Bill to provide an element
of independent scrutiny of complaints against the police.
