Austria: Anti-racist rally prohibited

Police in Vienna have prohibited a demonstration, which was due
to take place in September, demanding equal rights for foreigners
and highlighting opposition to special new `foreigner'
legislation. The Office for Association and Gatherings justified
the decision by arguing that the demonstration would be contrary
to Article Two of the European Convention of Human Rights because
it would restrict the human rights of car drivers to move
undisturbed! (Tatblatt 29.9.93).
