Attempts to amend the Criminal Justice Bill to give criminal
suspects the right to consult a solicitor and to have
interrogations tape-recorded before inferences could be drawn
from silence were defeated in the House of Lords. Tory peers,
including senior and retired lawyers and judges, showed concern
when Home Office Minister Earl Ferrers said he saw no reason why
silence `should not be treated in the same way as a confession'.
