Five different types of public authority are examined, these
being non elected health and water authorities, elected education
and social services committees, and hybrid police authorities.
It is argued that elections do not necessarily make individuals
or organisations accountable, and that real accountability is not
possible without dialogue about how to evaluate the performance
of those responsible for delivering public services.
