Investigation into whether there was a need for a Public Defender
in the United Kingdom. Points out that there is an overwhelming
case for the creation of such an office to deal with post-
conviction and post-appeal situations and to undertake and
consolidate those functions presently carried out by a number of
governmental and non-governmental agencies. Concludes that the
office would fulfil an essential need, would operate with
independence and authority and would have the confidence of
defendants, the judiciary and the public.
