"Both the Bush and Obama administrations have wrestled with the proper political nomenclature for the U.S. conflict with al Qaeda and other terrorist groups, most recently ISIL. As a matter of international law, however, both administrations have treated the U.S. confrontation with al Qaeda and associated groups as an “armed conflict,” and the Obama administration is very likely to do the same with ISIL."
