EU: European Commission: Communication: Smart borders - options and the way ahead (pdf) and Press Release (pdf). This deals with border controls for third country nationals entering and exiting the EU (with or without visas). The Commission opts for a combination of an Entry-Exit System (ESS) and the Registered Travellers programme. Biometric checks (fingerprints or digital face images) will be introduced for the Exit Entry System after a transitional period and a combination of a "token" and central database for the Registered Travellers Programme.

The Communication contains the interesting admission that the object is to track down visa "overstayers" and that:

"This is a real problem as overstayers are the main source of irregular migration in the EU."
