Another measure to slip through in the "silly season" without debate was the Statutory Instrument: The Verification of Information in Passport Applications (pdf) under "powers conferred by section 38(3) and (5) of the Identity Cards Act 2006(a)" authorising the Home Secretary to appoint commercial credit reference agencies to provide personal details (rarely known or checked by the individual): "for the supply of services relating to the provision of information concerning the identity of individuals."
