And the revealing observation the only Cabinet Committee with an overview of the Agencies and the rest of the intelligence community, the Ministerial Committee on the Intelligence Services (CSI), has only met once (in December 2003) in the past nine years. It appears that the government leaves intelligence and security work to the agencies and exercises no oversight.
