The Convention on the Future of Europe has now published full documentation on the
proposed Constitution.

Final changes were been made to the draft Convention on 8 July 2003 (the texts are
below). The only JHA amendment is a new art 163(5), providing that the EU's immigration
powers shall not affect a Member States' powers to set quotas for economic migration.The
provisions on "reinforced cooperation" (where some, but not all, governments cooperate on
an initiative) have been changed in a way to make this form of cooperation easier, for
example, on defence.
