the municipal nuclear free zone movement and linked to local
government campaigns. Argues that this threat should be countered
by the removal of civil defence responsibilities from local
government where necessary, the protection of defence contractors
by outlawing the abuse of contract compliance, the prevention of
the use of municipal funds for ideological purposes, the
forbidding of the indoctrination of school children.
