In October 1984 the Middlesex Polytechnic Centre for Criminology 
was commissioned by the Gifford Inquiry to survey Broadwater  
Farm, Haringey. The survey, the most extensive on any council  
estate in Britain, produced a large amount of data on community 
 organisations, crime, harassment, and policing on the estate. 
Covers target hardening, Neighbourhood Watch, the establishment 
of a neighbourhood law centre, education, employment, policing 
practice, victim support, police accountability and a police  
authority for London. The report argues for a systematic policy 
initiative to solve the inner city crisis and stresses a multi-
agency approach involving the schools, the local council, the
police, tenants organisation, community groups and the public.
