Defines the scale of a major disaster, and acknowledges the
organisations and professions involved. Considers the problems
impeding the development of an effective peacetime emergency
planning service in Britain, including the priority given to
civil defence, the inadequate statutory basis, local  authority
practice and gaps at the national level. Recommends the
separation of emergency planning from civil defence, legislation
to create an Inspectorate to coordinate public and private
organisations in drawing up a comprehensive plan, with more
resources and the formulation by local authorities of hazard 
profiles and specific area plans.
