Use of the police caution for juvenile offenders has increased, 
but slowly and inconsistently because of the conflict between the 
desire to avoid court proceedings and the belief that the caution 
is not always the best way to prevent future criminal activity. 
Other countries may offer models for diversionary methods which 
are as positive as prosecution but less stigmatising and more 
effective: examples include reparation, mediation, conciliation 
and the conditional waiver of prosecution which is widely used
in Europe. Concludes that diversion must not continue as an ad 
hoc development but should be based on a clearly thought out
policy within which a wide measure of discretion can be
exercised.
