The various Council Working groups are considering how the new centralised Justice and Home Affairs database is going to work within the overall framework which is set out in: Roadmap to enhance information exchange and information management including interoperability solutions in the Justice and Home Affairs area: - State of play of its implementation (third implementation report) (LIMITE doc no: 7931-REV-1-18, pdf).

The Commission tries to maintain the pretence that the new centralised database will only cover non-EU nationals but the Justice and Home Affairs working groups and the Security Commissioner are on record that the second stage will cover all existing and new databases including EU citizens.

This document has detailed plans including plans to include: Prüm (DNA, fingerprints and vehicle registrations) and EU-PNR (all flights into, out of and within the EU) databases which include or will include millions of EU citizens:

"Identify key obstacles and search for solutions in relation to: i: the connection to the Prüm network; ii: the full use of Prüm possibilities."

And: "Theme 4: Implementation of the EU PNR Directive"contains a highly detailed plan for including EU-PNR in stage 2 of the centralised database (see Observatory below).

- Draft Council Conclusions on the implementation of the "PRÜM DECISIONS" ten years after their adoption (LIMITE doc no: 10550-18 , pdf): The Security Commissioner and others are keen to incorporate Prüm into the centralised database:

"RECALLING the Council Conclusions on Intensifying the Implementation of the “Prüm Decisions” after the deadline of 26 August 20114, the Council Conclusions on the European Information Exchange Model (EIXM)5, the Roadmap to enhance information exchange and information management, including interoperability solutions in the Justice and Home Affairs area and the EU Agenda on Security." [emphasis added throughout]

And "underlines":

"the importance of the interoperability proposals of the Commission and of the "Prüm Decisions" in view of an exhaustive picture on centralised and decentralised availability of information within the EU."
