The Commission has finally made its proposal on the mutual recognition of prior convictions in another Member State. It applies not just to sentencing, but also to the trial process (so presumably affecting the use of prior convictions as evidence against the accused): Proposal for a Council Framework Decision on taking account of convictions in the Member States of the European Union in the course of new criminal proceedings COM(2005)91 final
