  • In 1999, the UK expressed its wish to participate in the Schengen acquis regarding law enforcement and judicial cooperation, including the Schengen Information System. This document is the official letter sent by Jack Straw, the UK Interior Minister, to Otto Schilly, the German Interior Minister and acting president of the Justice and Home Affairs Council.
  • 12088/2/99 REV 2 - Public access to documents - Draft Council Decision on the improvement of information on the Council's legislative activities and the public register of Council documents
  • This decision (here the draft) states that "openness and accountability are vital for democracy" and announces that the Council will be more transparent by creating a Council register comprising all the agendas and the reference number of the documents discussed during the meetings including confidential documents. Public versions should be made available to the public.

  • Council draft decision on the incorporation of the Schengen law into EU law, known as the 'Schengen acquis'. The document comprises a table which shows the transposition of the Schengen acquis into EU law with the list of the different articles concerned.
  • COM (1999) 372 final - COMMISSION COMMUNICATION to the Council and the EP on the special measures concerning the movement and residence of citizens of the Union which are justified on the grounds of public policy, public security or health (Directive 64/221/EEC)
  • Member States are entitled to restrict free access to their territory on the grounds of public policy, public security or health. However, as this decision restricts the fundamental right of freedom of movement of EU citizens, this communication clarifies the circumstances where access to the territory can be restricted so that it does not result in disproportionate or discriminatory measures.
