  • 5205/99 - Point of departure and Work Programme of the Horizontal Working Party on Drugs (HDG) for the first half of 1999 under the German Presidency 
  • "The scourge of drug abuse, addiction, dependence, illegal drug trafficking and the many forms of drug-related crime poses a serious threat to humanity as it nears the end of the 20th century." The EU's proposed response in this document is therefore to develop a global, multidiscplinary "combat strategy" centred on a "balanced approach to reducing illegal drug supply and demand", acknowledging "the principle of shared responsibility among all States affected by the drugs problems." Details of related Council working parties are provided, as is more specific information on the work programme for the Horizontal Working Party on Drugs.

  • Intended to form the basis "for the European Union's future immigration policy", this paper from the Austrian delegation attempts to take forward the 1991 initiative of the European Commission to establish a European immigration and asylum policy.   • The evaluation of a multi-national pilot project dealing with the surveillance of routes used for the trafficking of stolen vehicles which seems to have involved Germany, Belgium, the Netherlands, Sweden, Austria, Spain, Belgium and France, as well as Europol and Interpol. Joint Customs Operations (JCOs), Joint Police Operations (JPOs), and Joint Police and Customs Operations (JCPOs) are now commonplace in the EU.

  • [In French] The title II chapter 7 is one of the first EU attempts to harmonise practices with respect to asylum procedures in Europe. Article 31 establishes that the Member State where the asylum claim is lodged for the first time is responsible for the examination of the asylum claim and the reception of the asylum-seekers (contrary to the current "Dublin" system whereby the first country of entry is responsible for the examination of the claim).

  • The Austrian Presidency seeks to continue with work on extending the use of "risk analysis" techniques in customs operations focusing on "general aviation", which "encompasses both private and business air travel and private flying and leisure trips. In general aviation medium-sized and small aircraft are used both for leisure trips and to carry goods or passengers in exchange for or without payment."
  • 13269/98 ADD 1 - Comprehensive Action Plan for EU/Latin America Counter-Drugs Assistance, including interregional Cooperation with the Caribbean: Annexes
  • An extensive annex to document 13269/98 outlining the actions taken by the EU in Latin American and the Caribbean in an attempt to disrupt the production of drugs.Includes details on Member States involved, duration, and funding. See also 13269/2/98 REV 2 and 13269/3/98 REV 3.
  • 13310/98 - CIREFI Statistics for the second quarter of 1998
  • A 132-page document providing statistics from a wide number of Member States on "refused aliens"; "aliens illegally present"; "aliens who entered illegally"; "facilitators apprehended"; "facilitated aliens"; "removed aliens"
  • 14151/98 - The fight against drug trafficking in the Caribbean region
