There are almost 4,000 women in prison, less than 5% of the total prison population. This report is the first independent review of sex in a prison context and it examines: consensual sex; policies towards prisoner relationships; the sexual health of women in prison; coercive sex between women in prison; coercive sex between prison staff and women prisoners, and sexual assaults.

Disturbingly, the review finds that some female prisoners have been coerced into having sex with staff in return for favours such as alcohol and cigarettes and that there was a similar proportion of sexual assaults in women’s prisons to male prisons.

Regarding consensual sex the report observes that “women in prison have different emotional and sexual needs to men and require a different approach. Their needs should not be ignored or overlooked in a prison system designed to cater for the male majority.”
