On 13 March 2012, a decree setting the quota for a maximum of 35,000 seasonal workers who are third-country nationals to enter Italy lawfully to work was issued. These places are reserved to seasonal subordinate workers from the following countries: Albania, Algeria, Bangladesh, Bosnia-Herzegovina, Croatia, Egypt, the Philippines, Gambia, Ghana, India, Kosovo, F.Y.R. of Macedonia, Morocco, Moldova, Montenegro, Niger, Nigeria, Pakistan, Senegal, Serbia, Sri Lanka, Ukraine and Tunisia. A further 4,000 places are reserved, as a provisional advance on the entry quota for non-seasonal workers to be issued for 2012, to third-country nationals who have completed education and training programmes abroad in their countries of origin, officially approved for insertion into the Italian labour market.
The preliminary observations of the decree note the need to reduce the 60,000 places for seasonal third-country workers that was set for 2011 due to a low uptake. Workers who have entered Italy to carry out seasonal work activities for two consecutive years and for whom employers have filed requests for multi-annual permits to enter for seasonal employment are included in the quota of 35,000 places.
Applications may be submitted from the date of publication in the official journal, 21 March, until 31 December 2012 through the websites of the interior ministry (www.interno.it) and the ministry for employment and social affairs (www.lavoro.gov.it), where the relevant forms are available.
