Current action plans
Action Plans are drawn up by the European Commission and are used - as the name suggests - to outline actions to be taken in specific policy areas. The current general framework for Justice and Home Affairs policy derives from the Stockholm Programme, which has its own Action Plan. Other plans are issued in subsidiary policy areas on an ad-hoc basis.

According to the European Commission, "the European Neighbourhood Policy
(ENP) was developed to promote prosperity, stability and security
within the EU's neighbours and to avoid new dividing lines between the
enlarged EU and its neighbours. Home Affairs issues remain a priority."
