Introduction, overview and structure
The SEMDOC legislative observatory documents EU decision-making in the field of justice and home affairs policy. More than 500 specific JHA measures are now documented.
The observatory details all adopted, proposed and forthcoming JHA measure and their status within the legislative processes of the Council, Commission and European Parliament. It also covers international JHA treaties, case law and relevant measures from the 'mainstream' EC treaty. For each measure, the observatory explains the legal base, background, flexibility ("opt-ins" by the UK, Ireland or Denmark where applicable) and implementation dates as well as full-text documents and reports from NGOs and relevant websites.
The legislative observatory includes all measures since the entry into force of the Amsterdam Treaty (1 May 1999). All prior measures are listed in the "Maastricht archive" which details [including updates to the status of] all formal JHA measures adopted during the initial period of application of the 'third pillar' (1 November 1993 to 1 May 1999).
