European Commission

The European Commission drafts JHA proposals and monitors the implementation of legislation. However, the Council frequently determines the Commission’s JHA agenda using 'soft law' (Conclusions etc.) to set the parameters for draft legislation and 'comitology' procedures to oversee its implementation.
