The purpose of the European Criminal Records Information System is to allow access by the authorities of one Member State to the criminal record of an individual who is a national of a different Member State, so that prior criminal convictions can be taken into account if an individual faces trial in a member state other than that of their nationality. The system is a development of the Network of Judicial Registers (NJR), and is due to come into operation in April 2012. As outlined in a Statewatch Analysis, there are a wider number of problems with the system as it stands. 18/12/2012Statewatch News Online: Commission rules out new law enforcement databases - but seeks more data for EuropolA communication from the European Commission published last Saturday states that the exchange of information amongst Europe's law enforcement agencies "generally works well" and that "no new EU-level law enforcement databases or information exchange instruments are therefore needed at this stage," providing some relief to critics of what seemed to be an almost-endless expansion of European law enforcement database and computer networking projects.
30/11/2011 Another EU database for migrants: the European Criminal Records Information System on Third-Country Nationals "The European Commission are now developing the latest in a long list of EU-wide information systems and databases - a European Criminal Records System for Third Country Nationals (ECRIS-TCN). This will be a common European index containing the criminal record information of third-country nationals resident in the EU. As the name suggests, the ECRIS-TCN is essentially an addition to the ECRIS (although information is only exchanged via the ECRIS on EU nationals). It also differs in that it will rely upon a centralised index, rather than the connection of decentralised national registers"
