Monitoring EU Justice & Home Affairs policy



Statewatch is the only non-governmental organisation that systematically monitors the EU justice and home affairs policy field as a whole.
It produces two unique resources.

Statewatch European Monitor             
The Monitor is a monthly, web-based publication covering all developments in EU justice and home affairs policy. It contains links to adopted measures, legislative developments and new proposals, as well as background, analysis and critique from Statewatch and other civil society groups.

The SEMDOC website


SEMDOC, the Statewatch European Monitoring and Documentation Centre, produces a website and information services to encourage critical research on EU Justice and Home Affairs policy.

 SEMDOC legislative observatory
The SEMDOC legislative observatory details the background and status of every measure adopted, proposed or forthcoming under the justice and home affairs (JHA) titles in the TEC and TEU since the entry into force of the Amsterdam Treaty. There is also an archive containing the text and status of all binding JHA measures adopted during the Maastricht period (Nov 1993-April 1999). The observatory also covers international JHA treaties, case law and other relevant proposals from the 'mainstream' EC treaty. Each measure contains links to full-text documents, details on the legal base, background, flexibility ("opt-ins" by the UK, Ireland, Denmark, Iceland or Norway), implementation procedures, the legislative status within the Council, Commission and European Parliament and links to civil society analyses. It is updated every month an contains more than 300 measures.

 News & Analyses
"What's new?" lists the latest material on JHA issues from a range of sources. Analysis of key developments, new proposals, background documents, implementation matters, policy discussions, strategy papers and progress reports.

 JHA Council & "acquis", Key Texts, Links
SEMDOC contains the agendas, minutes and press-releases from JHA Councils and complete the JHA "acquis", comprised of all the texts adopted during the TREVI, Maastricht and current Amsterdam period of policy making. SEMDOC maintains a complete list (including the "confidential" TREVI acquis). Those documents not available online can be ordered (online) from SEMDOC. The "key texts" page contains the justice and home affairs provisions in the TEU and TEC, as well as relevant provisions from the Treaty of Nice. It also covers the Schengen agreement, implementing convention and protocol, JHA conventions (Europol, Dublin, mutual legal assistance etc.), action plans, strategy papers, work programmes and other key texts. Links direct users to key pages in the Council, Commission and Parliament sites. The Europol acquis of adopted texts affecting the European Police Office is also detailed in full. SEMDOC also carries all reports from the European Parliament's "Citizens' Rights and Freedoms" Committee.

 Databases
The SEMDOC website contains two searchable databases. The "SEMDOC I" database contains EU Conventions, Joint Actions, Recommendations, Decisions, reports and press releases from 1993 to the end of 2000 (it will be updated again soon). Users can search for terms against the full text of these documents. The "SEMDOC II" database contains bibliographic records of 6,000 JHA documents held in the SEMDOC archives. It covers TREVI, Schengen and Maastricht and includes documents from the Council, Commission and Parliament. Copies of the documents can be ordered from Statewatch (a charge may be made to cover copying and postage). Users can search the bibliographic records by document reference number or keyword(s). SEMDOC II has not been updated since the end of 2000, following the creation of the public register of EU documents (which only lists documents from mid-1999 onwards). Links are provided to the searchable databases of the institutions.
